Bump node-notifier and jest

Bumps [node-notifier](https://github.com/mikaelbr/node-notifier) and [jest](https://github.com/facebook/jest/tree/HEAD/packages/jest). These dependencies needed to be updated together.

Removes `node-notifier`

Updates `jest` from 25.5.4 to 29.0.3
