Setup an environment to run k6 tests from

Description

After talking with Dagfinn regarding the two tasks he has created recently on our board (#987 and #1136), I've suggested setting up an environment that could potentially be re-used by multiple teams.

The scope for now is to setup a k8s cluster to run the k6 tests from. The resulting metrics from the k6 runs can be written to a Prometheus instance (managed by us) running in the cluster and then use Prometheus Remote Write to store the metrics in an Azure Monitor Workspace. The data can then be visualized via the centralized Grafana instance we created recently.
