Hover-effect is missing on 'Cancel' button on 'Can’t connect to server' screen

Issue Details

Steps to reproduce:

1. When network is lost or there's no network, check the Cancel button in The can't connect to server and Later button in The desktop version is more stable window.

Expected Behavior

No response

Actual Behavior

This is not available to the Cancel button in The can't connect to server and Later button in The desktop version is more stable window. The same issue happened in this situation.
