Information on use of RSL in Py-ART from the community

Hello! With alot of the issues we've been having with RSL (installing, compiling, etc) we wanted to gauge on what users use RSL for and see how many users do use it, as we try to figure out a path forward for it. If you respond to this poll we'll assume you use it. Thank you for your input!

And as a open comment, if responding to 4DD dealiasing, is there a reason for not using Py-ART's region dealiaser? Why you prefer 4DD etc? Thank you!
