Additional data source support

From recent conversations with the CoURAGE team, there is interest in being able to download and work with data from multiple sources.

1. NOAA's MADIS website. In particular from their profiling network
2. MSDLive (https://msdlive.org/)

Both of these may already have python packages available so we should look to see if it makes sense to pull into ACT or if we could just create some examples of using ACT and these other libraries.

I looked into the MADIA web-site. It's not very helpful. I've sent an email to a NOAA colleague asking for more information.
