Support for Irrigation Operations

The Irrigation Operations models that were present in the ADAPT Framework were omitted from ADAPT Standard 1.0. These were largely based on a comprehensive device element model analagous to what we intentionally removed for row crop field operations. Prior to that decision, issues #14, #15, #34, and #39 detailed open issues. I've closed those all as obsolete at this time.

Going forward, we need to discuss if Operations as defined the ADAPT Standard fully cover desired Irrigation use cases or we need to make additions.
