Create library searching tool

Thanks to many people's contributions, this repository now has a bunch of libraries.
It seems to be difficult to manage all these in a single markdown file, so it would be nice to have a library searching app to easily give people access to what they are looking for.

The app will be hosted on GitHub pages, and the page file will be stored in this repository.
