add contact unreliable over bluetooth

we're seeing varied behavior .. a couple complete examples:

1. both users on add contact screen and both see 'Looking for contacts..." indefinitely.
2. both users on add contact screen, only one user sees the other.

repro steps (case 1):
james iphone: wifi + bluetooth on
bill iphone: wifi off bluetooth on

james see's bill in add contact
james clicks bill and sees a spinner
bill shows up twice - breifly - in the add contacts screen.
checking contact screen shows no bill
delay...
james phone says "burlap cancelled the connection"

repro steps (case 2):
same steps with with both james BT on wifi off and bill's BT on And wifi off.
