Could not change provider if javascript is blocked partially

[EHJ-52n]

The dialog for selecting a data provider doesn't show up if the user's browser is partially blocking javascript. The loading animation is shown for ever and nothing happens. Maybe, an API call with time out might help.
The client should display a warning if the client is not able to retrieve information from other data providers because of blocked javascript.

Used browser: FF 31.0
Extension to block javascript: NoScript 2.6.8.38
