Auctions that have ended with no bids show on the closed auctions page

So that I don't have to manually move an auctions status to closed when it has ended and there are no bids, as an admin, the system should do this for me.

• Scenario: Admin sees auction with no bids on the closed auction page
• Given I am an admin
• And I'm logged in
• And there is a published auction
• And the auction has ended
• And there are no bids
• When I navigate to the "Closed" auctions page (https://micropurchase.18f.gov/admin/auctions/closed)
• Then I see a section labeled "No Bids"
• And I see the auction listed in a table in the no bids section
