Allow override of replacement ratio

At the moment, replacement text length is generated as follows — perform a character count on a given string & replace with text 130% the length in the language.

Arrived at this magic ratio from a quick Google around average increases in text length of translated content, but might not hold true for all cases, or a user may want more fine-grained control.
